Center for Progressive Reform Staff & Consultants
CPR is composed of accomplished scholars with secure academic positions who voluntarily contribute their "sweat equity" out of a desire to advance CPR's progressive goals. However, the scholars cannot be effective in applying their expertise to complex issues if they are also executing the support work of both scholarship and organization administration. Background research, coordination, document drafting and review all require staff support. Therefore, the CPR Board has assembled the following staff and consultant to carry out CPR's Mission.
Executive Director
Jennifer Marshall, J.D., supervises CPR's staff, coordinates scholars' projects, and manages the organization's internal and external objectives. Ms. Marshall's experience prior to joining CPR includes work as an attorney with the United States Department of Justice's Civil Rights Division, a clerkship with the Seventh Judicial Circuit for the State of Maryland, and a nearly nine-year career in government and political administration.
Policy Analysts
Shana Jones, J.D., provides research, drafting, coordination and other staff assistance to CPR's "Achieving the New Progressive Agenda" and "Government Accountability" issue groups. Prior to joining CPR, Ms. Jones worked as an associate attorney in the Norfolk office of McGuire Woods, LLP, previously clerking for the U.S. District Court, Eastern District of Virginia and the Maryland Court of Appeals. Ms. Jones also has experience as a telecommunications consultant and in nonprofit administration.
Matt Shudtz, J.D., provides research, drafting, coordination and other staff assistance to CPR's "Clean Science" and “Corporate Accountability” issue groups. Prior to joining CPR, Mr. Shudtz worked as a legal intern for the Natural Resources Defense Council and as a legal/legislative intern for the Chesapeake Bay Foundation.
Special Projects Administrator
Catherine Jones assists CPR with general administration, project production, and conference planning. Prior to joining CPR, Ms. Jones worked as a Property Manager in the retail property and commercial office field for over 15 years, developing extensive expertise in the financial, human resource, and logistical aspects of management.
Media Consultant
Matthew Freeman coordinates CPR's public relations efforts and manages its website. Mr. Freeman assists scholars in drafting and placing opinion articles, and plays a major role in drafting and editing CPR books and publications, with an eye toward ensuring that they are accessible to lay readers. His media relations experience in Washington spans 20 years, and his current client list includes a range of organizations active on the environment, education, civil rights and liberties, health care, progressive organizing in the faith community, and more.
